Google Drive was the first to offer an animated splash screen, and it is now available for all Android 12 users.
According to the latest statements by Google animated icons will be added to the splash screen of some apps. When you touch the animated icon, it will expand.
The statement reads:
“…includes an in-app motion at startup, a splash screen with your app icon and a transition into your app.
This new experience includes standard design elements for every app launch. However, it can also be customized to your app’s branding.

The system will display splash screens with animations and themes created by the developer when a user launches an application with its process still in progress. The splash screen disappears when the app is ready for use. The splash screen does not appear during a hot start. This happens when an app runs in the background.
